What is the controversy

As a response to the local demand of a lack of bathing beach in the New Territories, the Hong Kong government first put forward the idea of Lung Mei artificial beach in 1998. Yet an underestimation of the place's biodiversity in the environmental impact assessment in 2007 rapidly raised public opposition against the project. In support of ecological conservation, research, campaigns, protests and even lawsuits were carried out by environemtnalists in refutation of the government's proposal. This eventually led to a 16-year delay to the project implementation.
