General information on Xiamen's development Xiamen is one of the five Special Economic Zones in China. It has the jurisdiction of Siming, Huli, Jimei, Haichang, Tongan and Xiangan Districts. The Ming dialect is the popularly understood language within the city. Xiamen is located in the southeastern coastal area with Taiwan right in the neighborhood across the Taiwan Bay. The total area of the city covers 1,565.09 square kilometers with an ocean area of over 300 square kilometers. It is therefore a very charming coastal city. At the end of 2004, the total population of Xiamen reached 1.47 million with Han Nationality as the major group and another 20 minority nationality groups such as Hui, Man, Zhuang, She, Miao and Gaoshan, etc. Due to different geographical and historical reasons, this city also has a large group of overseas Chinese connections and a lot of relations with Hong Kong, Macau and Taiwan
In 2004, the city economy witnessed rapid growth with higher economic operation quality and profits. According to statistics, the total GDP of this city reached 88.32 billion RMB with a growth by 16.0% compared to the previous year. The added value created by primary industries reached 1.99 billion RMB with a slight drop by 0.3%, while the added value by secondary industries reached 52.394 billion RMB with a growth by 19.4%, the added value created by tertiary industries was 33.937 billion RMB with a growth by 11.8%. Calculated by current prices, the contribution rates to the city economy growth of the primary, secondary and tertiary industries were 1.1%, 64.3% and 34.6% respectively. The industry structure among these industries was 2.3: 59.3: 38.4. Based on the total population at the end of 2004, the per capita average GDP reached 60,175 yuan with a growth by 12.0%. If calculated by the permanent registered population, the per capita average GDP was 40,146 yuan with a rapid growth by 14.4%. In the economy operation process, more consideration had been given to resources preservation and environmental protection, which further promoted the sustainable development of the city economy. The electricity consumption per 100,000 yuan in GDP dropped from 735.2 kil-owatt hours last year to now 694.2 kilo-watt hours. The water consumption per 100,000 yuan in GDP also dropped from 16.2 tons in the previous year till now 15.5 tons (excluding daily life electricity and water consumption).
In 2005, the newly-opened projects of commercial buildings increased rapidly. In the third season of 2005, the areas newly-opened for construction reached 1.5 million square meters. In the first three seasons, the total area newly-opened for construction reached 3.3 million square meters with a rocketing growth by 79.95% compared to the same period in 2004. It was almost equal to the total areas of the whole year in 2003 with 3.5 million square meters. Most of these newly-opened areas concentrated on Xiamen Island Area. According to statistics, the areas under construction in the last season of the year reached over 1.4 million square meters, adding the total areas to over 4.7 million square meters throughout the whole year. After the implementation of a series national macroeconomic adjustment and controlling policies in the first half of 2005, the climate of the real estate market of Xiamen turned into a huge gloomy situation of speculation and observation, which caused a slump on real estate concluded cases. Not until October did the market begin to resuscitate. This trend successfully lasted till the end of the year throughout November and December.
