In 2004, following the right guide of municipal party committee and
government and instructed by the Dengxiaoping Theory and Idea of ¡°Three
Representatives¡±, all the citizens carried out the spirit of Sixteenth
People¡¯s Congress and sixteenth Communist Party conference, fulfilled
the scientific developing concept and carried out the national macro
control policies. Our task should centered on the goal of establishing
great Guiyang City and ecological city , try our best to get rid of
difficulties, catch the opportunity and work
steadfastly. The whole city kept developing steadily and rapidly. The
economic vigor was strengthened, the quality of economic operation was
improved step by step and living standard of residents continued to be
perfected. The science, education, culture, sanitation, physical
training and other social field developed together. All of these
improvements were used to build the basis of implementing ¡°the eleventh
five-year project¡± successfully.
The gross
domestic product reached RMB 44.363 billion yuan, which increased by 13.7%
compared with last year if calculated according to the comparable price. The
amplitude was the best record in recent year. Among them, the increased
value of the primary industry reached RMB 3.177 billion yuan, up 7.6%. The
secondary industry reached RMB 23.324 billion yuan, up 15.6%. The tertiary
industry reached RMB 17.862 billion yuan, up 12.3%. The structure of three
industries was changed from 7.6% to 50.4% to 42.0% to 7.2% to 52.6% to
40.2%. The contributive rate of three industries to the economic growth was
4.2% to 60.0% to 35.8%. The per capita gross domestic product reached 12683
yuan, up 13%.
The non
public-owned economy developed rapidly. The all-year increased value of non
public-owned economy reached RMB 17.745 billion yuan, up 16.8%, which was
3.1% higher than the city¡¯s economic growth. And it also occupied 40% of
the total product value, which increased by 1.2% compared with last year.
The price
level grew generally. The all-year consumer price was increased by 2.1%.
Among them, the food price increase by 9.4%, the price medical and health
care and personal goods increased by 6.9%, the housing price increased by
3.1% and the price of cigarette and wine kept in the same level. Beside
that, the price of transportation and communication decreased by 2.8%, the
domestic equipment and repairing service decreased by 1.5%, the clothes
price decreased by 14% and the price of entertainment and educational and
cultural goods and services decreased by 3.1%. The price of production field
grew obviously. The price of industrial product increased by 5.3% compared
with last year. Among them, the price of raw and processed material and fuel
and power increased by 14.6%.
The employment
scale continued to be enlarged. By the end of this year, the employees who
were on guard has reached 573 thousand persons with average salary of 14099
yuan per year which increased by 15.7% compared with last year. If the price
factors were eliminated, the actual increase was 13.4%. The task of
recruiting the layoff workers was completed successfully. There were 17,200
layoff workers who got the new jobs. The registered layoff rate was 4.1%.
The main
problems that existed in the economy and social development were following.
The agricultural basis was still weak and it was difficult to keep
increasing the agricultural product and farmers¡¯ income. The price amplitude
of energy and raw material was still high and the supply and demand
contradiction of coal, electricity and oil was obvious. The economic
structure was not reasonable. The enterprises were lack of capital and their
economic benefit should be improved further. And the life of several urban
residents was still hard.
