The General Information in Changsha’s Economy in 2004

In 2004, following the right guide of municipal party committee and government and instructed by the Dengxiaoping Theory and Idea of “Three Representatives”, all the citizens carried out the spirit of Sixteenth People’s Congress and sixteenth Communist Party conference, fulfilled the scientific developing concept and carried out the national macro control policies. We also centered on the developing concept that developing rapidly is the precondition, developing harmoniously is the key and developing sustainably is the goal. What’s more, we released our mind and caught the opportunity. We understood that we should know how to adapt to the adjustment and control during the developing period and how to facilitate the development through the adjustment. As a result, the national economy developed rapidly, all kinds of social tasks were carried out fully and the living standard of residents was improved steadily.

1. General information

The total GDP of Changsha in 2004 reached a new level. According to preliminary calculation, the total GDP of the whole city reached 110.885 billion RMB with a growth by 14.8% on the calculation of comparative prices. This was 5.3% faster in growth rate than the national growth and 2.8% faster than the growth of the whole province, and became the fastest growth since the year 1994. The added value created by the Primary Industries reached 10.333 billion RMB with a growth by 7.2%. The total added value created by the Secondary Industries reached 32.953 billion RMB with a growth by 20.0% and 0.2% lower in growth rate compared to the same time of the previous year. The total added value created by the tertiary industries reached 51.295 billion RMB with a growth by 11.5% and 0.7% faster in growth rate in comparison. The contributions to the GDP growth of the Three Industries were 4.3%, 58.3% and 37.4% respectively by driving the GDP to growth by 0.6%, 8.6% and 5.6%. Seen from the perspective of demand, the demand of social investment drove the GDP to grow by 9.6% with a contribution as high as 64.9%. The demand of social consumption drove the GDP to grow by 5.0% with a contribution at 33.7%, while the need of exports drove the GDP to grow by 0.2% with a modest contribution at 1.4%. The proportion among the Three Industries was 9.3:44.4:46.3. If using the registered population as the denominator, the per capita average GDP reached 18,294 yuan with a growth of 2,769 yuan by 13.4%. If using the permanent population number as the denominator, the per capita GDP of the city was 17,638 yuan with a growth of 2,828 yuan by 14.6%

The amplitude of price increased. Consumer price indices reached 103.2%, up 2.3%. Within these eight categories of consumer price indices, the categories of which the consumer price increased compared with last year included the food which increased by 6.4%, the tobacco and wine which increased by 0.7%, the clothes which increased by 3.5%, the medical treatment and health care which increased by 2.8%, the entertainment and educational goods which increased by 1.9% and the housing which increased by 5.7%. The categories of which the consumer price decreased compared with last year included repair services which decreased by 1.3% and transport and communication tool which decreased by 3.0%. The retail price indices of commodities reached 101.3%, up 2.1%. The price of raw material, fuel and power was increased by 14.4%. The price of industrial products was increased by 8.0%. The price of real estate was increased by 2.1% and the rent was increased by 3.1%.

The employment of labor force develops steadily. In 2004, there were 3.57 million workers, up 0.3% and the lay-off rate was 3.9%.

In 2004, the economic of Changsha showed several characters. Firstly, the economic amount achieved great breakthrough. Secondly, agriculture production had a lot of harvest, the food production increased dramatically and the farmers’ income grew. Thirdly, the industry above designated size grew continuously and the economic efficiency was improved a lot. Fourthly, the investment structure was adjusted and showed more vitality. The main problems existing in the economic and social development are followings. The industrialization is still on its way to be strengthened. Agriculture development and the mechanism for improving the farmers’ income are still needed to strengthen. The scale of attracting the foreign capita and the scale of export and import are still small. Their pushing effect to economic grow is still weak.

2. Agriculture

The economic situation of agriculture is very good. The gross output value of farming, forestry, animal husbandry and fishery and their indices reached 17.207 billion yuan, up 7.3%. Among them, the value of farming reached 8.252 billion yuan, up 6.6%. The value of forestry reached 736 million yuan, down 2.3%. The value of animal husbandry reached 7.35 billion yuan, up 40.5% and the value of fishery reached 681 million yuan, up 5.9%.

The agriculture structure continued to adjust. The total food product reached 2.52 million tons, up 16.5%. The fuel reached 32,000 tons, up 39.0%. The cotton reached 800 tons, down 6.3%. The sugar reached 5400 tons, up 10.7%. The tobacco leaf reached 16,700 tons, up 10.4%. The tea reached 11,600 tons, up 23.8%. The fruit reached 200,270 tons, up 14.1%. The vegetable reached 3.48 million tons, up 1.7%. In the end of year, there were plantation covering 246, 790 hectare, up 4.1%.

The animal husbandry and fishery developed steadily. The number of live pigs reached 7.56 million, up 10.8%. The flesh meat reached 606.9 thousand tons, up 11.6%. The eggs reached 47,900 tons, up 4.2%. The milk reached 16,000 tons, up 9.4%. The water product reached 100 thousand tons, up 6.3%. 

The planting areas covered by the crops increase dramatically. The total area reached 390 thousand hectares, up 14.7%. The vegetable planting area reached 117.5 thousand hectares, up 0.7%. The oil plants area reached 16 thousand hectares, up 39.7%. The flour planting area reached 14.7 thousand hectares, down 0.65%. In 2004, the machine power of farming, forestry, animal husbandry and fishery and their indices reached 3.08 million kilowatts, up 6.6%. The total value of agriculture equipment reached 1.4 billion yuan.

3. Industry and Architecture

The industrialization is facilitated. The industry products reach 100.6 billion yuan, up 25.2%. The industry products produced by the enterprises above designated size reach 70.6 billion yuan, up 28.3%. The industry products produced by the enterprises below designated size reach 30 billion yuan, up 11.3%. The added industry value produced by enterprises above designated size reaches 25 billion yuan, up 25.9% of which the contributive rate to the economic growth is 39.2%. The light industry product reaches 13.04 billion yuan, up 25.8% while the heavy industry value reaches 11.9 billion yuan, up 26.0%. The added value of state-owned enterprises reaches 9.42 billion yuan, up 17.7%. The added value of collective enterprises reaches 635 million yuan, up 15.6%. The added value of stock cooperative enterprises reaches 471 million yuan, up 34.6%. The added value of stock enterprises reaches 9.75 billion yuan, up 30.5%. The added value of foreign, HongKong, Macau and Taiwan’s enterprises reaches 3.66 billion yuan, up 40.5%. The added value of other enterprises reaches 1.05 billion yuan, up 22.6%. With the added value of enterprises above designated size, the added value of non public enterprises reached 11.09 billion yuan, up 36.4%. The added value of state-owned stockholding enterprises reached 12.7 billion yuan, up 18.3%. The added value of big size and middle size enterprises reached 18.83 billion yuan, up 22.3%.

The industrial technology exploiture was strengthened. The charge for these technology exploiture of the enterprises above designated size reached 265 billion yuan, up 19.5%. The value of new product reached RMB 11.418 billion yuan, up 75.2%. The total value produced by high technology industry reached 21.230 billion yuan, up 24.8%. The value of high technology industry occupied 30.1% of the total industry value above the designated size.

The profit of industry enterprises reached a new history level. The profit produced by industry enterprises with individual budget above designated size reaches 4.89 billion yuan, up 21.2%. The profit produced by state-owned and state stock holding enterprises reaches 1.99 billion yuan, up 23.7%. The loss of the enterprises decreases by 5.5%. The economic efficiency index of industry enterprises above designated size is 177.51%, up 10.6%. The productivity is 92,753 yuan per person, up 23.1%. The total capital contribute rate is 17.8%, up 0.9%. The sales rate of industry products is 99.52%, up 0.2%. The velocity of floating assets is 1.60 times, up 0.02%. The debt rate of asset is 55.59%, up 4.4%. The cost profit margin is 8.44%, down 0.4%. The increment and stability rate of assets is 111.5%, down 2.0%.

The architecture industry develops steadily. The profit produced by architecture enterprises with individual budget and qualification reaches 7.13 billion yuan, up 16.8%. The benefit and tax amount reach 1.93 billon yuan, up 15.3%. The floor area reaches 18.47 million square meters, up 25.4%. The complete rate of housing is 40.5%.

4. The investment in fixed assets

The investment in fix asset is kept in a good state. The total investment in fix asset reached RMB 66.8 billion yuan, up 38.9%. The urban investment in fix asset reached RMB 59.0 billon yuan, up 39.5%. Classified in terms of managing channels, the basic construction investment reached 28.2 billion yuan, up 43.4%, which occupied 42.3%. The real estate investment reached 17.55 billion yuan, up 43.2%, which occupied 26.3%. Among the real estate investment, the housing investment reached 11.6 billion yuan, up 59.4%, the renovation investment reached 9.42 billion yuan, up 30.2%, which occupied 14.1%. Classified in terms of industry, the primary industry investment reached 265 million yuan, up 8.25. The secondary industry investment reached 15.52 billion yuan, up 67.2%. The tertiary industry investment reached 42.7 billion yuan, up 26.3%. The civic investment reached RMB 39.01 billion yuan, up 45.4%. The city construction is facilitated. The investment in city infrastructure reached 9.46 billion yuan, which occupied 14.2% of the total investment in fix asset. The key projects are implemented smoothly. The investment in key projects all around the city reached 9 billion yuan, which occupied 13.5%.  The projects which are linked to basic construction and renewal and renovation are enlarged. There are 971 new projects this year, up 16.7%. Among them, there are 777 projects with more than 5 millon yuan investment, which occupied 54.9%. The all-year newly fix investment in asset, up 26.9%.

5. Domestic trade

The consumption market develops steadily. Total retail sales of consumer goods reached RMB 52.513 billion Yuan, up 16.2%. Classified according to the location of sales unit, the retail sales of consumer goods in the city reached RMB 43.4 billion yuan, up 17.1%, which occupied 82.7%, while that in county and under the county level reached RMB 9.082 billion yuan, up 12.2%, which occupied 17.3%. Classified by industries, the whole and retail industry reached RMB 44.2 billion yuan, up 15.7%. The retail sales of dining industry reached RMB 7.757 billion yuan, up 19.4%. The retail sales of other industries reached RMB 554 million yuan, up 13.8%. The scale of trade becomes larger and larger. The bargain amount reached RMB 29.4 billion yuan, up 30.55.

6．Transportation and post industry

The transportation and post develop steadily. The conveyance turnover reaches 14.06 billion tons kilometers, up 14.1%. Passengers turnover reach 9.783 billion person kilometers, up 18.5%. The railway reaches 3.335 billion person kilometers, up 21.9%. Roads reach 4.96 billion person kilometers, up 8.5%. Water carriage reaches 15 million person kilometers, down 38.2%. Civil aviation reaches 1.473 billion person kilometers, up 59.1%. Goods turnover reaches 10.118 billion ton kilometers, up 11.8%. The railway reaches 4.386 billion ton kilometers, up 13%. Roads reach 4.464 billion ton kilometers, up 0.1%. Water carriage reaches 1.246 ton kilometers, up 78.4%. Civil aviation reaches 22 million ton kilometers, up 70%.

The post industry develops steadily. The post amount reaches RMB 4.34 billion yuan, up 9.2%. The operation amount of telecom industry reaches 3.978 billion yuan, up 11.5%. The amount of exchange telephone machines reaches 1.97 million, up 5.7%. The dissemination rate of telephone reaches 70.69%, up 11.8%. The users of local fix telephone reach 1.89 million, up 18.3%. The uses of mobile phone reach 2.42 million, up 23.1%. The computer networks continue to expand. The users reach 639 thousand, up 4.9%.

7. External economic and tourism

The all-year export and import reached 2.45 billion US dollar, up 20.1%. The import reached 1.08 billion US dollar, up 15.0%. The export reached 1.36 billion US dollar, up 24.4%. The total amount of import and export enterprises reached 1.62 billion US dollar, up 30.7%. The import reached 914 million US dollar, up 18.6%. The export reached 709 million US dollar, up 50.9%. Within total amount of import and export enterprises, the amount of machine and electronic products reached 697 million US dollar and the amount of high-tech products reached 246 million US dollar, which occupied 76.2% and 22.6% of total import amount respectively. Within the export amount, the amount of machine and electronic products reached 207 million US dollar and the amount of high-tech products reached 238 million US dollar, which occupied 29.2% and 33.6% of total export amount respectively.

The foreign capital utilization achieved great success. There were 134 foreign capital utilization projects, which increased 12 projects. The contract foreign capital reached 907 million US dollar. The actually used foreign capital reached 501 million US dollar. The domestic tourists reached 230 million persons, up 6.2%. The domestic tourism income reached 12.6 billion yuan, up 9.5%. The international tourists reached 187 thousand persons with tourism income of 141 million US dollar.

 8．Finance and insurance

Finance industry is kept in healthy state. In 2004, the cash income of financial organization reached RMB 469.35 billion yuan, up 20.99%, while the cash payout reached RMB 461.72 billon yuan, up 21%. The return currency reached RMB 7.62 billion yuan. The deposit grew steadily and deposit of all finance organization reached RMB 196.02 billon yuan with increasing 36 billion yuan. Among them, the saving of urban resident reached RMB 80.0 billion yuan with increasing 9.5 billion yuan. The loan reached RMB 185.1 billion yuan with increasing 28.0 billion yuan. The short term loan reached 77.5 billion yuan with increasing 13.7 billion yuan while the medium term and long term loan reached 101.6 billion yuan with increasing 16.0 billion yuan.

Insurance industry develops steadily too. The insurance premium income of all insurance organization reached 2.74 billion yuan, up 6.0%. Among them, the wealth insurance income reached 700 million yuan, up 24.8%. The life insurance income reached 2.04 billion yuan, up 0.8%. The reparations reached 680 million yuan, up 43.4%. The reparations for wealth insurance reached 388 billion yuan, up 40.1%. The reparations for life insurance reached 292 million yuan, up 47.9%.

9．Education and technology

The capacity of research institution is strengthened and the research groups are kept steady. In 2004, there were 97 research institutions with 270 thousand researchers. Within the financial payout, the technology outlay reached 163 million yuan, up 1.9%. The research production is adequate. There were 310 productions above the provincial level and there were 3700 pieces of patent application, up 85.7%. The accrediting patents reached 1800 pieces, up 40.4%. There were 1790 contracts with total value of 1.47 billion yuan, up 15.2%.

Education achieved great success. In 2004, there were 39 colleges, 92 high schools, 255 junior high schools and 1433 primary schools. The number of students studying in colleges reached 329.4 thousand persons, up 22.6%. The number of postgraduates reached 22,800 persons, up 36.7%. The number of students studying in high schools reached 129.9 thousand persons, up 15.0%.  At the same time, the children studying in kind-garden reached 77,900 persons, up 5.2%. The recruiting rate of qualified children reached 100%.

10. Culture, sanitation and sports

The culture and art develop steadily. In 2004, there were 12 art perform organizations, 10 culture halls, 7 public libraries, 13 museums and 14 archives departments with 983.5 thousand open files. The broadcasting is kept in a high developing level. In 2004, the cover rate of broadcasting reached 96.8%, the cover rate of TV reached 97.8%. The cable TV users reached 572.7 thousand households, up 38.2%. There were 23,800 beds in the sanitation organization. The number of professional doctors per one thousand people was 3.66 persons and the number of beds per one thousand people was 3.93 beds.

Sanitation also develops steadily and the condition is improved all the time. In 2004, there were 1439 sanitation organizations. Within them, there were 257 hospitals, 11 epidemic prevention organizations and 11 health care organizations. There were 29,300 staffs including 12,200 professional doctors and doctor assistants and 10,000 registered nurses. There were 23,800 beds in the sanitation organization. The number of professional doctors per one thousand people was 3.66 persons and the number of beds per one thousand people was 3.93 beds.

The sports develop continuously. There were 28 sport competitions. And there were 61 sport schools and 52 public gymnastic stadiums.

11. Environment protection

The environment protection work achieves great success. In 2004, the gardening area covered 5907 hectares, up 3.4%. The per capita public green land reached 7.44 square meters, up 14.3%. The forest cover rate reached 53.6%, up 2.49%. There were 5 ecological demonstration experimental units, 14 natural protection zones with total area of 19.3 thousand hectares. 27 smoke control zones were established with total area of 173 square kilometers. 21 eligible yawp control zones were established with area of 102.3 square kilometers.

12. Population and living condition

The population increases steadily. In 2004, the registered population reached 6.10 million persons, up 1.4%. The non agriculture population reached 2.12 million persons while the agriculture population reached 3.97 million persons. The proportion of male and female is 1.06 to 1. The urbanization rate is 51.19%, up 2.03%.

The living standard of urban residents is improved steadily. According to the spot check, the per capita disposal income of urban residents reached 11,021 yuan with increasing 1088 yuan, up 11.0%. The per capita salary income is 8347 yuan, up 16.8%. The net operating income is 396 yuan, up 20.5%. The per capita consumer payout of urban residents is 9032 yuan with increasing 702 yuan, up 8.4%. The Engel Index is 33.4, up 1.8%. Among the consumption classification, the food consumption increases 14.8%, the clothes consumption increases 9.3%, the medical consumption increases 8.9%, the transportation and communication consumption increase 7.2%, the educational and entertainment consumption increase 2.0%, the housing consumption increases 16.7%, the groceries and services consumption increase 6.1% and the equipment consumption decreases 13.2%. The per capita disposal income of rural residents reached 4179 yuan with increasing 532 yuan, up 15.2%. With this income, the salary income occupied 1706 yuan, up 17.9%. The sales income reached 2265 yuan, up 11.7%. The income structure of farmers has been changed. Some non agricultural income such as work income and household sales income have larger proportion. The per capita consumer payout reached 3647 yuan, up 15.0%. The medical treatment and health care and domestic equipment and services increase most quickly with all the consumer goods, up 40.3% and 19.9% respectively. The Engle Index in countryside was 43.6, up 0.1%. The per capita floor area of farmers reached 48.95 square meters with increasing 0.52 square meters.

The social welfare and labor insurance develop healthily. In 2004, there were 141 social welfare institutions and old person supporting institutions. The total number of persons which were adopted by these institutions reached 5000 persons. There were 1776 service infrastructures in the communities. Among them, there were 144 community services centers. The money collected as welfare capital from the society reached 16 million yuan, down 2.4%. The donation reached 17.2 million yuan, up 167%. The social security system was improved. People who took part in the lay-off insurance reached 555.4 thousand persons, up 12.3%. People who drew the insurance money reached 60,100 persons, up 12.6%. People who took part in the basic endowment insurance reached 589.4 thousand persons, up 13.8%. The basic endowment insurance money was 100% delivered. People who took part in the medical insurance reached 772.7 persons, up 24.2%. People who can get the live guarantee for the lowest income from the government reached 140.4 thousand persons, down 2.0%.
